OHSU Research Preferred Hire List
In the unfortunate case that we are laid off or have an involuntary reduction of FTE, researchers are now eligible to be placed on the Research Preferred Hiring List (rPHL) for up to one year after. But what exactly is it, how do we access it, and how do PIs find out we are on the list?
Developing this system continues to be an active process and we are working with OHSU to answer some outstanding questions. Here is where we are now:
- Employees who receive a layoff notice are automatically placed on the rPHL when their layoff occurs.
- Employees who receive an involuntary FTE reduction notice have to let their HRBP or manager know IN WRITING that they would like to be added to the rPHL within FIVE business days. RWU recommends that you do this as there is no drawback and it only helps you find another job, whether that is part time or full time.
- Are employees who receive a layoff notice (but are still working) able to be placed on the rPHL?
- According to our contract (article 14.3.2.1), we think the answer should be yes. But we do not believe this is happening. We are actively working with Labor Relations to address this.
- What exactly IS the rPHL and how can I check to make sure I am on it?
- As far as we can tell, the rPHL is a list of eligible employees generated by HR that should include all eligible employees from #1 and #2 above.
- The practical implication of the rPHL is that there is a flag in iCIMS that either the Talent Acquisition Partner (TAP) or HR Business Partner (HRBP) needs to turn on for each person on the rPHL. This is supposed to alert the hiring managers/PIs that someone is on the rPHL. We know of instances where this did not happen or happened slowly. It seems that some TAPs and HRBPs are better about this than others. We are actively addressing this shortcoming with Labor Relations.
- All employees on rPHL should be given a guide that explains how it works, but we have heard this is spotty as well. You can view it here for reference.
- All employees on rPHL should have either a TAP or HRBP assigned to them who can help them find positions they are qualified for. This is not happening consistently and we are working on it.
- There is an OHSU internal hiring portal that is not widely known about. You have to change your iCIMS email address before your OHSU email is deactivated.
- How do PIs know that someone is on the rPHL?
- PIs/hiring managers should see the rPHL flag in iCIMS. But we have heard reports of communication surrounding this flag varying by department. We are working with LR on this.
- Some PIs/hiring managers are only told about the internal candidate requirements (Article 14.3.2.2) and not told about the requirements of the rPHL.
- Some PIs/hiring managers are interviewing all candidates - rPHL, internal, and external candidates at the same time - which we think is not appropriate as people on the rPHL and people who have received a layoff notice are supposed to be placed “first”. How this shakes out is unknown, but we are pushing for our understanding of the contract.
- We recommend that you put a statement at the top of your resume that says that you are on the Research Preferred Hiring List as another way to alert hiring managers that you are on the rPHL.
RWU is implementing a Layoff Tracking system to make sure that our stewards check in with people who receive layoff notices/FTE reductions so that we can make sure that this process is actually happening as it should. We are setting up all of these systems and processes from scratch, and we are working hard to get OHSU to address all of these issues. As we all know, OHSU does not move quickly, so please bear with us as we work with them to fix this!
